Improving Electric Reliability in the Milbank Area
Otter Tail Power Company is moving forward with the next phase of a major project designed to strengthen and modernize the electric system serving the Milbank area. This multi-phase effort focuses on improving reliability today while preparing the system for future needs and growth.
What’s Being Upgraded
The current phase includes improvements to the transmission line connecting the Milbank Northwest and Milbank South substations, along with an extension to a new breaker station planned in Lac qui Parle County, Minnesota. Otter Tail Power expects this portion of the project to be completed by late 2026.
Earlier in the project, electric service in the area was temporarily routed through a single feeder line so crews could safely complete initial construction work. A feeder line is the pathway that carries power from substations into homes and businesses. While necessary, this temporary setup meant that outages affected more customers than usual.
As work has progressed, service has now been split back into two feeder lines, which helps limit the number of customers impacted during outages. Otter Tail Power plans to return the system to its normal three-feeder configuration by next summer, further improving reliability across the community.
Reducing Outages Along the Way
In addition to transmission upgrades, Otter Tail Power has accelerated tree-trimming efforts in the area. Trees and branches are a leading cause of power outages—especially during storms—so this work plays an important role in reducing service interruptions and strengthening overall system performance.
What to Expect During Construction
Construction activity will continue along 12th Avenue and nearby areas as the project moves forward. Residents and drivers are encouraged to slow down, allow extra travel time, stay alert near work zones, and give crews the space they need to work safely.
